Smith's policy background includes work as a subcommittee staff director and chief of staff in both the House and Senate. During that time, the subcommittee chairman for whom he worked was nationally recognized as "the most productive Member of both Houses of Congress." This acknowledgment recognized the member's (and staff's) ability to get bills signed into law. This prolific legislative activity provided Smith with a solid knowledge of the legislative processes in the House, the Senate and the all-important conferences which resolve differences between the two legislative bodies.

His political background includes a managing staff position at the Democratic Senatorial Campaign Committee.
